学前教育经过30年的发展,取得了巨大成就,但由于欠账太多,制度不健全,也导致乱象丛生。酿成乱象的原因众多,但其主因是没有将学前教育当成教育事业,没有将幼儿园教师当作基础教育教师队伍的重要组成部分,没有落实《教师法》的相关规定,幼儿园教师没有编制,导致教师的种种福利待遇不能落实。
