对北京等15个省份《学校体育三年行动计划》的内容特点和主要创新点进行分析。结果显示：9个省份采用联合发文形式,4个省份采用教育厅单独发文形式,2个省份采用人民政府发文形式,说明各地对加强学校体育比较重视。9个省份《学校体育三年行动计划》内容包括学校体育现状、发展目标、主要举措和组织领导4个方面,基本符合工作行动计划编制的规律。各省份《学校体育三年行动计划》务实创新,均有不同程度的突破。

The study has made a contrastive analysis on the content features and innovative points of the 3-year action plan of school physical education made by Beijing and other 14 provinces, cities and autonomous regions. The results reveal that 9 of them issued the plans by related joint bureaus, 4 provinces issued their plans by the local education department only, and 2 provinces issued their plans on the names of the people＇ s government, showing a high respect. Besides, 9 provinces designed their action plans in the 4 aspects of current situation, developing goal, main measures and organizing leadership, which basically conformed to the principle of plan designing. These 15 provinces started from their local reality and had some break-through in the aspect of strengthening the school sport policy and measures.
