生态旅游的内涵其实强调的是对自然景观的保护，是可持续发展的旅游。必须首先明确生态旅游开发及水土保持本质，水土保持与生态旅游开发虽存在内在统一性，但仍是主次有别、互为促进的。在分析中复村水土保持现状的基础上，通过区域合作、综合管理观念、合作社作用及全社会参与这四要素，提出像中复村这类乡村今后的生态旅游开发应是由循环机制构建而成的水土保持型的生态旅游开发模式，这一模式又必须通过监督、培训、合作三大内动力运行机制以保证其真正走可持续发展之路。

Ecotourism is sustainable tourism, which emphasizes protection of the natural landscape. It is important to make clear the relationship between water and soil conservation and ecotourism development, which belongs to an inner unity but with different proportion and mutual promotion. Based on regional cooperation, comprehensive management concept, cooperatives＇ function and whole society＇s participation, it is concluded that such villages as Zhongfu Village should take the ecotourism development mode constructed by water and soil conservation, the sustainable development of which can only be ensured through the three internal operation mechanisms including supervision mechanism, training mechanism and cooperation mechanism.
