The limitations of the academic papers publication of university teachers are mainly displayed as follow: the identifica- tion of authoritative university journals restricts the publication of teachers ' papers, the relevant rules for university title assessment af- fect the publication, the relevant rules for university reward system limit the publication. There are many bad effects of these limitations on publication of teachers' papers and academic study, which are mainly reflected in : these limitations go against the university teach- ers to follow the rules of academic research, go against the academic free development, and give rise to corruption. There are a few as- pects should be improved if these limitations could be removed : increasing the identity in national academic journals quality evaluation, increasing the supervision and restriction of university power, carrying out a peer evaluation system for title assessment, sticking to the academic moral for all the university teachers.
