随着高校学术失范、科研不端丑闻的屡屡爆出,高校学术成果的真实有效性引来学术界的不断质疑,其负面效应已经影响到社会对高校科研诚信水平的整体评价。高校学术研究者“自律”的松懈和沦失以及“他律”的外部监管不力是高校学术失信行为频出的主要原因。因此,建立健全的“自律”与“他律”互动的学术诚信机制是确保高校学术成果真实性的有效途径。“自律”与“他律”对学术诚信的作用在不同时期起到的作用不尽相同,高校学术诚信建设的合理定位是保证学术诚信的关键所在。在学术环境日益复杂的当今社会,部分高校学术研究者的“自律”道德底线日渐消失,在“他律”监管体系尚不健全的情况下,高校学术不端事件层出不穷,传统的“自律”为主“他律”为辅的学术诚信体系难以遏制学术不端行为的产生。因此,高校学术诚信体系建设应定位在建立“自律”与“他律”互动、“他律”为主“自律”为辅的系统的学术诚信“教-监-管-惩”体系,通过系统严密的“他律”教-监-管-惩,实现高校研究者学术诚信的“自律”内控,由此形成高校学术诚信体系的长效机制。

With the frequent reports of the scandals like academic dishonesty and scientific research misconduct in universities, the true effectiveness of universities' academic achievements has been questioned by academic experts constantly, and its negative effect has influenced the society' s overall evaluation of the integrity levels of universities' scientific research. The main reasons for the fre- quent behavior of academic dishonesty are the laxity and loss of "self - discipline" and poor external supervision of "heteronomy" of u- niversities' academic researchers. Therefore, establishing and perfecting academic integrity mechanism based on the interaction be- tween "self - discipline" and "heteronomy" is the effective way to ensure the authenticity of academic achievements. As "self- disci- pline" and "heteronomy" play different roles for academic integrity in different periods, the reasonable positioning of academic integrity construction is the key to guarantee academic integrity. Our academic environment is becoming increasingly complicated in current soci- ety, and some universities'academic researchers have gradually lost their moral bottom line of "self- discipline". Moreover, the su- pervision system of "heteronomy" is not very sound, and academic misconduct events have emerged frequently, so the traditional aca- demic integrity system, taking the "self- discipline" as the main method and "heteronomy" as the subsidiary one, is hard to hold back the academic misconduct in universities. Hence, the academic integrity system construction should be located in building a sys- tematic "teaching- supervision- management- punishment" academic integrity system with the interaction of "self- discipline" and "heteronomy" and the principles of "heteronomy" as the main method and "self- discipline" as the subsidiary one. We can fulfill "self- disciplined" internal control of researchers' academic integrity through the systematic and strict "heteronomy" system of "teach- ing - supervision - management - punishment", and then the long - term mechanism of academic integrity system in universities will be formed.
