工程社会学作为一个新兴学科领域，目前尚未成为社会学的分支领域。这种学科情形与其自身缺乏对工程的外部社会问题研究和评估相关，为此必须要把工程的社会问题研究作为工程社会学的一个重要主题对待。目前社会问题社会学已经不再把社会问题理解为既定的问题事实，而是坚持以社会问题定义和社会问题建构两种范式来认识社会问题。本文对工程的社会问题进行了内外区分，并突出了工程的外部社会问题研究。然后把化学工程作为工程的社会问题研究的一个典型领域，表明化学工程的社会问题识别和解决倾向于对社会问题建构范式的理论支持。同时指出，不能以一套既有的规范和指南解决化学工程的社会问题，必须要针对具体的化学工程，对其负面的社会影响程度和范围进行专业性和社会性评估，以便为具体地认识化学工程社会问题的现象特征和发生过程以及调动社会力量解决问题奠定基础。

As an emerging discipline, the sociology of engineering has yet to become a branch of so ciology. This situation is related to the lack of research and evaluation on external social issues of engineering. Thus it is necessary to take the social problems of engineering research as an important theme in sociology of engineering. Currently, sociology of social problem is no longer treat social problem as existing matter of fact, but to adhere to understanding it by use of the paradigms of so cial problem definition and social problem construction. In this paper, the social problems of engi neering are divided into internal and external ones, and the latter are highlighted. Then the chemical engineering is treated as a typical field in social problems of engineering research, indicating that the identification and solving of social problems tend to support the paradigm of social problem construction. The paper also points out that a set of existing norms and guidelines is not enough to solve social problems in chemical engineering, and we must direct at a specific project, conducting professional and social assessment on the level and scope of its negative social impact, in order to lay the foundation for recognizing the phenomenal character and generating process of these social problems as well as mobilize social forces to solve them.
