当前农户拥有农用承包地、宅基地、集体公益建设用地、集体经营性建设用地和农村未利用地。资本和劳动力同等条件下,只有家庭经营方式创造的土地剩余价值不会外流,但没有外部输入的家庭经营导致承包地剩余不足。目前不同类型农户土地收益已经分化,且土地用途管制等制度又加剧了这一分化。引导离农户退出土地、兼业户出租土地、纯农户经营土地的流转,不仅能促进土地持续生产力培育,而且能增加纯农户土地收益,促进良性城镇化。

Farmers own contracted agricultural land,house sites,public welfare land,collective construction land and other unused rural land.Under the same conditions of capital and labor,only the family mode operation will create land surplus value that does not outflow.The lacking of external family input leads to a deficiency of the remaining contracted land.Different types of farmland cause disparity,which becomes worse due to the land use control.This paper argues for an effective mechanism to lease land for sustainable development.
