建立CES效用函数,就城市化对政府财政支出规模的影响进行理论分析,进而利用2004—2012年全国30个省级区域的面板数据进行实证分析。理论分析和实证分析的结果都表明：城市化确实扩大了政府的财政支出规模。最后根据研究结论提出有效安排公共财政支出的建议。

Through establishing the CES utility function,this paper makes a theoretical analysis on the impact of urbanization on governmental fiscal expenditure scale.Then it uses the provincial panel data from 2004 to 2012to empirically analyze these impacts.The results of theoretical analysis and empirical analysis show that the urbanization could expand governmental fiscal expenditure scale.Finally,it proposes the policy implications for arranging public fiscal expenditure effectively.
