本文对国内流行的"人口环境说"进行了反思,认为过分强调人口的"环境性"不利于我们深刻把握人口问题的实质,人口具有极其重要的主体性、能动性、创造性和适应性。人口应该看作是"可持续发展的能力主体",而不仅仅是"统计学总体"。本文回顾和批判了西方以数为本的负人口观,并从可持续发展的角度提出培育"亲生态人口"的重要性。在生态文明的指引下,我国的人口发展方式需要实现两大战略转变,即一方面,由数量控制型的人口发展转变为生态优化型的人口发展;另一方面,建构人口优化和家庭优化的政策体系。

본문대국내류행적"인구배경설"진행료반사,인위과분강조인구적"배경성"불리우아문심각파악인구문제적실질,인구구유겁기중요적주체성、능동성、창조성화괄응성。인구응해간작시"가지속발전적능력주체",이불부부시"통계학총체"。본문회고화비판료서방이수위본적부인구관,병종가지속발전적각도제출배육"친생태인구"적중요성。재생태문명적지인하,아국적인구발전방식수요실현량대전략전변,즉일방면,유수량공제형적인구발전전변위생태우화형적인구발전;령일방면,건구인구우화화가정우화적정책체계。
This paper rethinks on the "population environment theory" which is popular in China.It believes that overemphasizing the environment attribute of population is not good for us to catch the essence of population problems.The population has the very important following characteristics:subjectivity,initiative,creativity and adaptability.The population should be the subject of sustainable development,not just the subject of statistics.This paper reviews and critiques the negative population concept in the West which takes the number as the core,and puts forward the importance of nurturing the ecologically friendly population from the sustainable development perspective.Under the guidance of ecological civilization,the population development mode needs to achieve two strategic transformations:on one hand,from population development of number controlled to the eco-optimized;On the other hand,eco-oriented conception is higher than people-oriented conception,constructing the policy systems of population and family optimization.
