本文主要目的是研究行政垄断问题是否会对银行业市场结构产生影响，以及这种影响是否具有决定性。根据本文的研究结论，行政垄断所造成的市场准入壁垒将会导致银行业市场结构过度集中，且在行政垄断作用下存贷利差的缩小还会导致我国银行业市场结构进一步恶化，使金融改革陷入两难境地。因此，建议应首先打破银行业市场行政垄断，优先推进商业银行体系战略转型，优化银行业市场结构，为推进金融市场化改革打造坚实的外部环境，并将银行业改革和转型的风险控制到最低。
