论文建立在经济的异质性、外部性为核心的国际经济合作框架，在全球化和深化南南合作的背景下，分析海上丝绸之路历史，得出务实是成功的关键，并指出中国建设21世纪海上丝绸之路的重要战略机遇来自于全球市场的外部性、产业链重塑、能源分布不均与要素全球流动，挑战来自于地缘政治的变化与经济外部性的分配问题，在此基础上，提出了尊重差异、技术为本、公共产品和组团格局的中国海上丝绸之路建设的战略对策。

This paper constructs a framework to analyze the function of heterogeneity and externality in international economic cooperation to explore strategic innovations that might promote the success of the Maritime Silk Road in the 21st century. With a review of the history of the Maritime Silk Road in the ancient and contemporary age, this paper touches on the opportunities facing the Maritime Silk Road in the 21st century for China stemming from the externality of the global market, the reshaped global industrial chain, the heterogeneity of the world＇s energy resources and global flow of factors. Also, this paper analyzes the major challenges such as geopolitical change, international maritime compe- tition, etc. To conclude, the paper puts forward some strategic countermeasures for China to renew the Maritime Silk Road.
