从人权出发,强调城市权利就是强调城市中人的权利。应该明确的是,城市权利的形成既有历史的纵向演变过程,也有横向的分布格局;既有宏观的政治学背景,也有微观的经济学和法学的内容。从总体上看,权利与自由、正义密切相连;从表现上看,城市权利表现为政治权利、经济权利、文化权利和社会权利等诸多内容;从逻辑上看,城市权利表现为自然权利之上的公民权利的实现过程。在中国城市化进程中,资本与政治的联合作用形成了一定的权利差距,如果任由这样的差距扩大,中国城市化进程就难以为继,因此中国城市政治过程在一定程度上就是实现权利平衡的过程。

Right to cities is understood as right to city residents from the perspective of human rights.It should be clear that the forming of city rights can be a historical and longitudinal process;it can also be in a horizontal distribution pattern.This is manifested in both political sciences as well as in microeconomics and the science of law.In general,right to cities embodies political rights,economic rights,cultural rights,and social rights,etc.Logically,right to cities is maintained when citizen rights are achieved which go beyond natural rights.In the urbanization of Chinese cities,the alliance of capital and politics has resulted in certain gap in rights.When this gap gets widened,progress of urbanization would be hard to maintain.Thus this article argues that urban politics in China can be perceived as a process of balancing rights.
