当前世界各海运大国普遍采用现代船舶吨税制度,以促进国际贸易发展。中国航运业大而不强,税收负担较重,＂方便旗＂问题未能根本解决,不仅阻碍了企业的可持续发展,也制约了中国对外贸易的进一步繁荣。因此,借鉴国际经验,采用现代吨税计算方法,以船舶吨税代替企业所得税,完善配套税制设计,建立中国现代船舶吨税制度,对于提升企业竞争力、助力企业＂走出去＂具有重要意义。
噹前世界各海運大國普遍採用現代船舶噸稅製度,以促進國際貿易髮展。中國航運業大而不彊,稅收負擔較重,＂方便旂＂問題未能根本解決,不僅阻礙瞭企業的可持續髮展,也製約瞭中國對外貿易的進一步繁榮。因此,藉鑒國際經驗,採用現代噸稅計算方法,以船舶噸稅代替企業所得稅,完善配套稅製設計,建立中國現代船舶噸稅製度,對于提升企業競爭力、助力企業＂走齣去＂具有重要意義。

Currently,most shipping countries use modern Tonnage Tax policy to promote international trade.China＇s shipping industry is large but not strong,with heavy tax burden and unsolved Convenient Flag problem,which has hindered the sustainable development of international trade.Therefore,the research on the establishment and improvement of Tonnage Tax policy is of significance for enhancing the competitiveness of shipping enterprises and stimulating them to expand the overseas markets.
