全球新能源产业的现有格局建立在一种高度差异化的财政政策基础上，中国与发达国家的财政政策配置存在互补性，形成了一种基于财政补贴的国际循环。国内外几乎同时启动的财政政策导致完全不同的产业效果，发达国家处于双赢状态，中国处于双输状态。解决产业危机需要引入一种财政社会学的分析视角，将新能源财政政策作为一个特定领域中的财政一社会契约形成，探究背后的社会结构性和制度性背景。财政政策作为一种理性社会建构过程，受到政策主体行为与偏好的影响。当下，生产型政府对资本的偏好、发展型国家的产业政策、发展主义的经济意识形态、发展模式转型压力，共同形塑出一种政治一社会力量的内在互动机制，影响到财政政策重构的方向。

The existing pattern of global new energy industry built on a greater divergence in fiscal policy. The allocations of fiscal policy in China and those in developed countries are complementary and formed a global circulation based on fiscal subsidies policy. In order to solve the industry crisis, this study attempts to introduce an analysis based on fiscal sociological perspectives, which takes the new energy fiscal policy as a fiscal-social contract in a specific field and explore its social structural and instrumental background. The formation of fiscal policies is a process of rational social construction, which will be influenced by the behavior and preference of policy subjects. It also finds out that capital preference of production-oriented government, industrial policy of the developmental state all shape a fiscal - social interaction mechanism in the moment and will continue to affect the direction of the fiscal policy reconstruction in new energy industry.
