清代河西走廊水资源匮乏,水事纠纷频发。在水事纠纷的调处上,地方政府主导着跨县、跨流域等大型水案以及严重违犯水规事件的处治,并积累了较多成功的经验,对维护该地区水利秩序的平稳发挥着重要作用;与此同时,在具体水事纠纷调处过程中也出现了执行力不足的状态。讨论河西走廊地方政府在水事纠纷应对中的作为,可为理解清代国家基层水利治理的实况等提供一个地方性案例。

The water resource was deficient in the Hexi corridor in the Qing Dynasty,and the water dispute took place frequently.Treatment of local government was in charge of handling the conflicts and crimes,and accumulated more successful experience.The local government played an important role in the water environment in the Hexi corridor.At the same time,the local government also appeared insufficient execution in the process of dealing with specific water dispute.Discussion on the role of the local government in the water disputes in Hexi Corridor can provide a local example for understanding local water conservancy in the Qing Dynasty.
