公共服务横向援助是我国公共服务均等化领域的特色制度,是纵向制度的重要补充。我国公共服务横向援助属于＂新制度＂,存在着援助内容不合理、监督与绩效评估机制不完善、持续性差等困境,使得援助效果不显著。内在动力因素、观念因素、社会因素是影响公共服务横向援助支援方行为选择的三重因素,制约着公共服务横向援助的发展。公共服务横向援助的制度创新,应树立横向援助观念,重视对支援方的利益补偿,夯实公共服务横向援助的社会基础,细化公共服务横向援助制度设计。

공공복무횡향원조시아국공공복무균등화영역적특색제도,시종향제도적중요보충。아국공공복무횡향원조속우＂신제도＂,존재착원조내용불합리、감독여적효평고궤제불완선、지속성차등곤경,사득원조효과불현저。내재동력인소、관념인소、사회인소시영향공공복무횡향원조지원방행위선택적삼중인소,제약착공공복무횡향원조적발전。공공복무횡향원조적제도창신,응수립횡향원조관념,중시대지원방적이익보상,항실공공복무횡향원조적사회기출,세화공공복무횡향원조제도설계。
Transverse assistance is a special mechanism in the field of public service equalization,which is a necessary complement of vertical system.As a new system,Chinese transverse assistance mechanism exists the dilemma that aid content is not reasonable,supervision and performance evaluation mechanism is not perfect,and the persistence is poor,leaving the inconspicuous aid effect.The Intrinsic motivation,the concept and the society are the three influencing factors for the support party to behave in public service transverse assistance,which restrict the development of public service transverse assistance.The innovation of public service transverse assistance system should set up the concept of transverse assistance,take emphasis on compensation of the support party,reinforce the social basis of transverse assistance mechanism of public service,and refine the system design of transverse assistance mechanism.
