我国粮食补贴政策历经流通补贴、消费补贴、生产补贴等多个阶段,有效实现了激发农民种粮积极性和保障国家粮食安全两个目标。基于市场自发调控的总体发展趋势,分析了我国粮食补贴政策演变的历史背景,以及各阶段的政策成效,总结以往和现有粮食补贴政策的主要问题,指出我国粮食补贴政策的总体走向和实施路径。
我國糧食補貼政策歷經流通補貼、消費補貼、生產補貼等多箇階段,有效實現瞭激髮農民種糧積極性和保障國傢糧食安全兩箇目標。基于市場自髮調控的總體髮展趨勢,分析瞭我國糧食補貼政策縯變的歷史揹景,以及各階段的政策成效,總結以往和現有糧食補貼政策的主要問題,指齣我國糧食補貼政策的總體走嚮和實施路徑。

China＇s food subsidy policy has undergone several stages such as circulation subsidies,consumption subsidies and production subsidies and has achieved effectively the two goals of stimulating farmers＇ enthusiasm to grow grain and ensuring national food security. Based on the general development trend of spontaneous regulation of the market,the paper analyzes the historical background of how China＇s food subsidy policy has evolved and the effectiveness of the policy at various stages. It then summarizes the main issues in the past and present food subsidy policy and points out the overall trend of China＇s food subsidy policy and implementation approach.
