孔子既主张＂为政以德＂,又主张＂无为而治＂。如何准确把握其中＂为＂与＂无为＂之间的微妙关系？其实,所谓＂无为而治＂,就是领导行为的＂最小——最大＂原则,即如何以最小的领导行为取得最大的领导效果。儒家的进路在于,以＂为政以德＂为起点,以＂道之以德＂为过程,最终达到＂无为而治＂的目的。
