政府购买公共服务是转变政府职能所需,是政府公共服务机制创新的重要举措,目的是提高公共服务效率和质量。政府购买公共服务与国家治理存在紧密关系。从国家治理现代化视域考察,政府购买公共服务分析框架包括政府购买公共服务的标准（制度化）、机制（民主化）、特点（专业化）、要求（服务化）、原则（效益化）和目标（协同化）。政府应从这六个方面努力推进购买公共服务和国家治理现代化。
