For China,the incidents should be ready to work for an important and leading strategy in the country,and it is necessary to pay attention to strengthening the ＂chain of preparedness policy＂. China should refer to the similar emergencies system design,and enhance the synergies and resilience of the whole society,and promote the regional and international policy adjustment so that the optimization of their comprehensive safety and security management system could be gained perfectly.
