高风险社会的来临直接影响国家治理的绩效,能否有效回应各种风险挑战已成为衡量国家治理能力高低的重要指标。从国家治理现代化的视野出发,近年来在我国实践中兴起并快速发展的重大决策社会稳定风险评估机制,是各地积极创新社会治理体制和切实加强风险治理能力建设的重要成果。本文对社会稳定风险评估在模式、特点、评估对象、第三方评估和制度化建设等方面的一些新情况和做法进行了述评。最后强调,当前进一步健全社会稳定风险评估机制,应在解放思想、消除认识误区和加强官学双方沟通的同时,着力解决好评估主体确定等六个方面的问题。

The coming of high risk society directly affects the performance of state governance,and whether effectively coping with various risks or not,has become an important indicator to measure state governing capacity. From the perspective of modernization of state governance,this paper regards the social stability risk evaluation mechanism developed rapidly in recent years,as a great achievement of local governments to have actively promoted social governance innovation and strengthened the capacity of risk governance. It also summarizes the new progress and practices of social stability risk assessment,which contains the model,characteristics,object of assessment,third party assessment and institutional construction. Finally,in order to further improve the risk assessment mechanism,it is necessary to emancipate the mind,eliminate misunderstanding and strengthen communication between governments and researchers,while making efforts to solve six issues,including how to determine assessment subject.
