高校管理中权力合理分配与制衡的关键是要完善治理。诞生于世纪之交且脱胎于高职高专或师专院校的新建应用型本科高校深深打着专科学校专制管理的烙印,存在着产权不明、交易费用增加、效率不高、资源配置不合理、忽视情感交流等问题。针对以上诸多问题,新建应用型本科院校要通过明确学校委托人、代理人的职权责和各相关利益主体的责权利,合理设计学校制度,非均衡分配学校控制权,监督校长等高级管理人员,以理顺学校各种关系,从而实现新建应用型本科高校的优化治理。

The key to rational allocation and balance of powers in the university management is to improve governance. Born at the turn of the century and emerging from vocational schools or teachers colleges,the newly-built application-oriented colleges and universities are characterized by the autocratic management by junior colleges and have such governance problems such as unclear property rights,increased transaction costs, low efficiency, irrational allocation of resources, neglect of emotional communication etc. To solve the above problems, newly-built application-oriented colleges and universities should clearly specify the responsibilities and power of the school principals and agents and the responsibility and rights of all school relevant stakeholders, rationally design school system,asymmetrically allocate school control,supervise principals and other senior management staff in order to rationalize the various school relationships and to achieve optimal treatment of the newly-built applicationoriented colleges and universities.
