本文在传统可计算一般均衡模型的基础上,创新地引入能源出口国提取成本函数和能源技术型劳动力供给参数,探讨碳关税对中国高、低能耗商品生产及能源市场的影响。研究表明,当能源技术型劳动力变化参数在区间(0,1)之间时,能源技术型劳动力供给达到最优状态,对于抵制碳关税对中国能耗商品的影响所发挥的作用最大。碳关税的实施将会降低我国GDP的能源强度,造成我国生产能力受到抑制,致使能源消费成本提高,能源需求量大幅下降,能源消费结构变化。中国的能源结构仍以化石能源为主导,在积极应对碳关税过程中,必须提高资源的利用效率,加快资源结构调整,积极推进技术进步,提升产业竞争力,强化社会节约意识宣传,建立健全资源节约型法制政策,合理构建资源节约型社会体制和机制,高效度循环利用资源,为我国经济社会的持续发展提供保障。

This article is based on an extended general equilibrium model with the introduction of an energy technologybased labor supply parameter to explore the impact of carbon motivated border tax on China's energy-consuming commodities and energy markets. Results show that when the value of the energy technology-based labor supply parameter is between the interval(0,1),energy technology-based labor supply achieves its optimal state,and its role of annihilating the impact of carbon motivated border tax on China's energy consumption goods is best played. Implementation of the carbon motivated border tax will reduce the energy intensity of China's GDP,resulting in suppression of production capacity in China,increase of the cost of energy consumption,a substantial decline in energy demand,and changes in energy consumption structure. China's energy structure is still dominated by fossil fuels. To cope with carbon tariffs and to ensure the sustainable development of China's economy and society,we must improve the efficiency of resource utilization,accelerate structural adjustment resources,vigorously develop the circular economy,and actively promote technological progress and enhance industrial competitiveness. We must strengthen social consciousness of saving energy,establish a sound legal system of resource-saving policy,and build an efficient recycling system of energy.
