构建以提高教学质量为宗旨的问责体系是解决教学质量问题的重要制度性安排。问责程序除了包括问责启动、信息收集、信息评估、问责结果整理及问责后果处理外,还应包括实现问责结果信息有效传递的反馈机制。从高校教学质量问责全过程出发,找出现行高校在处理教学质量问责反馈机制上存在的问题,提出构建以学生、教师、教学管理部门以及用人单位为主体的高校教学质量问责反馈机制,并针对问题提出改进措施,旨在最大限度地发挥问责的实效性,以实现教学质量的改进。

Building an accountability system to improve teaching quality is an important systematic choice to solve the teaching problem. An accountability procedure not only has accountability start, performance collecting, results finishing and consequences management, but also has a feedback mechanism to make accountability results information effectively transferred. This paper identifies some existing problems in handling accountability feedback mechanisms from the whole process of university teaching quality accountability. Then, we should construct a kind of university teaching quality accountability feedback mechanism which regards students, teachers, teaching administrations and employers as the main subjects. In addition, we can provide some measures for the problems, and aim to improve teaching quality by maximizing the effectiveness of accountability.
