政协提案的目的是向党政组织反映民众意见建议，以期在决策中予以参考和得到解决。本文基于对70个案例的分析，界定了政协提案话语权的理论概念及其构成要素，认为政协提案话语权是影响其进入党政决策议程的关键因素；对照笔者所在市的现状，剖析了提案提出的代表性、办理的回应性、结果评价的约束性缺乏等问题，进而提出增强提案话语权的对策建议。
政協提案的目的是嚮黨政組織反映民衆意見建議，以期在決策中予以參攷和得到解決。本文基于對70箇案例的分析，界定瞭政協提案話語權的理論概唸及其構成要素，認為政協提案話語權是影響其進入黨政決策議程的關鍵因素；對照筆者所在市的現狀，剖析瞭提案提齣的代錶性、辦理的迴應性、結果評價的約束性缺乏等問題，進而提齣增彊提案話語權的對策建議。

The CPPCC proposals aim at reporting public comments and suggestions to the CPC and the Government, for them to take as reference in decision making process and to get the problems resolved. Based on analysis on 70 cases, the writer defined the concept of discourse power of the CPPCC proposals and its key elements, and considered such discourse power as the key factors for the proposals to be included into the agenda of the CPC and the Government＇ s decision. By referring to local situation in his own province, the writer analyzed the issues of lacking representativeness in proposals, responsiveness in processing, and restrictions in results evaluation, and made suggestions on how to enhance the discourse power of the proposals.
