近年来，随着两岸关系的不断改善，两岸经贸文化交流日益密切、人员往来互动逐渐频繁，两岸在海事安全领域面临的问题也不断凸显。当前，在两岸关系和平发展的新阶段，加强两岸在共有海域的海事安全合作，不但符合两岸民众的根本利益，而且有利于培育双方的互信，从而不断增强两岸关系和平发展的政治、经济、文化和社会基础。
