两岸合作保护南海渔业资源,对于维护南海主权、保护两岸渔民权益,防止外国掠夺南海渔业资源,实现两岸优势互补,深化两岸交流与合作,都具有重要意义;由于两岸都主张中国对南海的主权,且都在对南海进行实际管控,两岸民间支持合作保护南海资源,两岸合作与交流正向纵深拓展,渔业资源保护合作敏感性较低,具有较高可行性;两岸南海合作也面临着台独势力和美国干预等不利因素的阻碍,但应努力化解,至少将其影响降到最低;两岸在遵守合作协议和原则的前提下,可以在渔业资源调查、渔业资源养护、渔业资源保护执法、后勤保障服务等方面展开实质性合作。

The cross-Straits cooperative protection of the fishery resources in the South China Sea is of great significance to maintain China＇s sovereignty of the South China Sea,safeguard the rights of fishermen across the Straits,prevent the foreign plunder of the fishery resources in the South China Sea,achieve the complementation of cross-Straits advantages and deepen the cross-Straits exchanges and cooperation. Because two sides across the Straits advocate China＇s sovereignty of the South China Sea and take the actual control of the South China Sea,the cooperative protection of the fishery resources in the South China Sea,with the non-governmental support,the further extension of the cross-Straits cooperation and exchange as well as its low sensitivity,shows the high degree of feasibility. However the cross-Straits cooperation in the South China Sea should try to resolve such negative factors as the pro-independence forces in Taiwan,the United States and so on,or at least minimize their influence. Under the premise of abiding by the cooperative agreement and principle,two sides are supposed to carry out the substantial cooperation in the fields of the fishery resources＇ investigation,conservation,law enforcement and logistic service and so on.
