2013年,我国将全民阅读立法列入国家立法工作计划,希望其成为建设社会主义文化强国和实现社会主义核心价值观的助力。了解有关国际组织和发达国家的相关法律法规可以使我国在立法过程中参考和借鉴这些先行做法。在发达国家,推广全民阅读不仅是民间活动,更是一项国家战略。许多国家或制定专门的法律,或在相关法律中植入阅读推广的条款,以立法的形式规定政府的责任,明确政府、有关社会组织、公民的权利义务,以推动全民阅读活动的展开。
2013年,我國將全民閱讀立法列入國傢立法工作計劃,希望其成為建設社會主義文化彊國和實現社會主義覈心價值觀的助力。瞭解有關國際組織和髮達國傢的相關法律法規可以使我國在立法過程中參攷和藉鑒這些先行做法。在髮達國傢,推廣全民閱讀不僅是民間活動,更是一項國傢戰略。許多國傢或製定專門的法律,或在相關法律中植入閱讀推廣的條款,以立法的形式規定政府的責任,明確政府、有關社會組織、公民的權利義務,以推動全民閱讀活動的展開。

In order to develop a strong socialist culture in China and to better practice the socialist core values,promulgating a law on national reading promotions was brought into the national legislative plans in 2013. Studies on how laws and regulations work in developed countries to improve national reading promotion activities can be the references for China. In many developed countries,reading promotion has become a national strategy for a long time. To facilitate the reading promotion activities,those countries enact specific laws or related provisions to determine the government responsibilities in the improvement of national reading promotion activities,as well as the rights and obligations of other social organizations and citizens.
