产权制度是我国社会主义市场经济的重要构成部分。为了推动市场经济的发展、深化和完善,就要对产权的类型、模式和效率及其与市场经济的关系进行深入考察和分析。允许产权所有者能够按照供求关系自主行使财产权利,是整个经济体制从行政主导转化到法制化、市场化运行的关键所在。当前产权体制当中存在的缺乏统一标准、类型复杂和不同产业和行业差距较大等问题,不利于整个经济体制的效率提高。土地产权是深化体制改革及制约当前和今后经济发展的重要环节。探索集体土地产权的实现形式和制止人均耕地面积的缩小是土地产权法制化和提高土地使用效率无法回避的话题。适当放宽土地用途管理制度,释放土地产权的市场发展空间是提高整个经济市场化程度的必然要求。

Property system is an important construct part of socialism market economy in China. We must deeply discuss the pattern, model and efficiency of property and relationship with market, for impulse market economy to develop, deepen and perfect. It is a key problem that permission of owner exercises their power follow relationship of supply and demand of market, to convert economic system from lead of administration to jurally and marketed running. It is not beneficial to raise efficiency of all economic system that lack of united standard, type complex and distance too far in different indus- try in property. The land property is important link to restrict economy develop in modem and future. It doesn' t avoid subject of loyal land property and raise land efficiency that explore on group property practice way and prevent shrink of cultivated land of average. It must be asking for raise marketization degree to relax land application management system and promise more freedom of market development.
