政府诚信是以政府及其工作人员为主体的诚信,是指政府必须履行其对公众所承诺的责任。在某种意义上,政府诚信乃是政府与公众契约的产物。因此,社会契约是政府诚信的重要渊源;政府诚信是对社会契约的有力保障,它与社会契约相辅相成,相得益彰。政府诚信建设路径有三：以契约精神重塑政府诚信建设理念,以契约关系强化政府诚信建设的主体意识,以契约规则完善政府诚信建设机制。

Government integrity means that the integrity is set for the government and all the staff in it to shoulder the responsibilities which they promised to the public. Government integrity, to some degrees, is the product of the public and the government; therefore, we can summary that integrity is based on social contract and provides powerful protection for social contract. Also, both of them connects with the other and influences the other as well. There are three steps to establish the government integrity： firstly, to rebuild the government integrity belief with the guide of contract soul; secondly, to emphasis the main -body consciousness with the tool of contract relationship; lastly, to pursue the perfection of the government integrity system with the help of contract norms.
