以经济学相关理论为研究基础 在借鉴国内外研究成果的基础上 结合土地流转 中小企业及其产业园区发展的实际 建立起以产业园区作为中介来分析农民的土地流转 政府创建产业园区和中小企业转型成长之间联动关系的理论框架 以揭示三者之间的深层次问题 进而有针对性提出土地流转 中小企业与产业园区联动机制的实现路径。

Employing relative economics theory as the research foundation, drawing lessons from the domestic and foreign research results, with the development facts of land circulation, small-medium-sized enterprises and industrial parks, this paper set up a theoretical framework with industrial parks as an intermediary and analyzed the linkage relationship among farmers＂ land circulation, industry parks constructed by governments and the growth and transformation of small-medium-sized enterprises, It also revealed deep-seated problems among the land circulation, industrial park and small-medium-sized enterprises growth. According to the analysis results, this paper proposed targeted route of realizing this linkage mechanism.
