To strengthen China＇s ability of international communication and its foreign discourse system building is an important research program in the new period, which was proposed clearly in the ＂Decision of the Central Committee of the CPC on Some Major Issues Concerning Comprehensively Deepening the Reform＂ in November 2013. The paper takes the 10 years of development history of ＂World Forum on China Studies＂ as an example to explore the practical approaches to implement the ＂academic external publicity＂, in order to provide some theoretical thinking for the construction of China＇s foreign discourse system. The author believes China＇s foreign discourse system building is to embrace the period of important strategic opportunities, while the academic external publicity is one of the effective approaches to achieve the expected final goal.
