省属地方高校向应用技术类型高校转型是我国经济社会发展对高等教育的必然要求,目前,制约转型的因素主要有三点:一是基于科层组织的行政化倾向严重,现代大学制度尚未完善;二是基于实习的产学研合作机制不畅,实践能力培养未落到实处;三是基于专业群的服务地方基础薄弱,服务地方尚未制度化。如何有效克服这些制约因素,是省属地方高校向应用技术类型高校转型的关键问题:一是理顺职业导向的内部治理体系,提升治理能力;二是拓展就业导向的实践教学体系,提升职业能力;三是调整产业导向的专业结构布局,提升服务能力。

As an inevitable requirement of economic and social development to the higher education, province - owned local colleges and universities have to transform into those of applied technology. At present, there are mainly three factors constrai- ning the transformation. Firstly, modern university systems are not perfect due to the serious tendency of the executive hierarchi- cal organization. Secondly, university - industry cooperation mechanisms based on internship need to be improved and the culti- vation of practical ability should be attached more importance. Thirdly, services to the local population and industry have not yet been institutionalized because of the weak foundation of professional services to the local. As a result, it is a key issue to over- come these constraints during the transformation of province - owned local colleges and universities into those of applied technolo- gy. In the first place, to straighten out the career - oriented internal control system, improving the governing ability. Next, to expand employment -oriented teaching system, enhancing professional competence. At last, adjusting industry- oriented struc- ture of majors and courses, enhancing service capabilities.
