公平是政策和制度设计的基本原则，家庭农场的政策和制度设计必须兼顾与普通农户之间、与城镇居民之间的公平。因此，在粮食生产家庭农场快速发展的同时，有必要对家庭农场适度规模发展的公平问题进行研究。文章分别从家庭农场与普通农户之间的生产收入公平、补贴收入公平以及家庭农场与城镇居民家庭之间的收入公平等三个角度阐释基于公平视阈发展家庭农场的涵义，厘清其具有阶段性、长期性的特点，进而得出其必要性所在。

The basic principle of policy and system design is fairness, so the policy and system design of the family farm must give consideration to the fairness among family farm, ordinary farmers, and urban residents.
