整治理互联网有害信息是维护网络安全和健康发展的重要举措。在全面推进依法治国的背景之下,必须将治理互联网有害信息提升到法治的高度;针对互联网有害信息传播方式的隐蔽性、传播时间的即时性、传播空间的跨界性和传播受众的广泛性等特征,治理应遵循＂依法综合治理＂的路径。互联网有害信息的依法综合治理在基础层面,应当以相应的法律、技术、体制基础为保障,通过民事赔偿、行政处罚、刑事打击等多种法律手段的综合运用,调动国家管制与市场主体自律、社会监督、国际合作等主体的广泛参与加以实现。
整治理互聯網有害信息是維護網絡安全和健康髮展的重要舉措。在全麵推進依法治國的揹景之下,必鬚將治理互聯網有害信息提升到法治的高度;針對互聯網有害信息傳播方式的隱蔽性、傳播時間的即時性、傳播空間的跨界性和傳播受衆的廣汎性等特徵,治理應遵循＂依法綜閤治理＂的路徑。互聯網有害信息的依法綜閤治理在基礎層麵,應噹以相應的法律、技術、體製基礎為保障,通過民事賠償、行政處罰、刑事打擊等多種法律手段的綜閤運用,調動國傢管製與市場主體自律、社會鑑督、國際閤作等主體的廣汎參與加以實現。

Handling detrimental Internet information is the critical approach to maintain internet safety and its healthy development.Under the background of comprehensively promoting rule the country by law,it is a urgent necessity to elate handling detrimental internet information to the level of rule of law.The spread of detrimental internet information is instant,not easy to be noticed,crossborder in spreading spaces and prevalent in recipients.The handling strategy shall be comprehensive and in accordance with law.Fundamentally,supported by relevant law,technology and institutionalized efforts,detrimental internet information can be tackled with through the concerted efforts of civil compensation,administrative punishment and criminal strike-down,participated by state regulators,self-discipline of market players,social supervision and international cooperation.
