贵州省作为我国西南一个经济欠发达的省份,其征地补偿安置与经济发达地区相比具有一定的特殊性,存在着如农地价格偏低、非农业就业机会不多以及被征地农民受教育程度较低等问题.三穗县作为贵州省的一个贫困县,具有贵州省征地补偿安置中普遍存在的问题.本文以三穗县为研究区域对征地补偿安置工作进行调研,对三穗县征地补偿安置现状进行了具体论述.同时拟对贵州省征地存在的难点和问题进行分析,揭示出贵州省在征地补偿安置过程中存在着征地补偿标准偏低、补偿安置途径单一、征地区片综合价中接边地价相差较大以及征地过程中政策宣传力度不够等问题,可通过适当提高征地补偿标准、拓宽被征地农民安置途径、缩小相邻地块因征地区片划分不同而造成的差距以及拓宽与被征地农民交流平台来解决.

Guizhou is an economically underdeveloped province in the southwest where land requisition compensation andresettlement has some unique characteristics compared with developed areas. Problems include the lack of non-farm jobsand the generally low educational level of landless peasants. This paper focuses on the land requisition compensation andresettlement in Sansui county, and analyzes the difficulties associated with land expropriation in Guizhou. Problems includepoor land compensation standards, a lack of flexibility in compensation and resettlement methods, comparatively largedifferences between adjoining land prices, and inadequate land policies. These problems can be improved through properland expropriation compensation standards, increasing resettlement mechanisms, narrowing the price gap between adjacentplots, and broadening the communication platform for landless peasants.
