基层公共图书馆服务体系建设要走出碎片化困境,必须要适应整体化的时代要求,借助整体性治理理论进行制度设计,形成功能、资源、项目、人员整体化管理、全方位服务的现代公共图书馆服务体系。首先要在组织变革理论指导下自觉进行组织变革,构建整体性组织,然后按照整体性治理理论对整体性组织进行整体性治理,自觉从观念更新、体制改革、机制创新、活动开展等方面推进现代公共图书馆服务体系建设整体化。
