转型中国存在严重的社会不稳定问题,这集中体现在由重大事项引发的群体性事件上.基于文献和案例的分析发现,这类事件很大程度上根源于不同利益相关者风险感知的差异性以及由此导致的应对行为.然而,目前风险感知的视角在重大事项社会稳定风险评估的研究和实践中处于双重缺失状态.因此,本文明确主张将该视角引入到健全社会稳定风险评估机制的过程中,这显然更加有利于切实完善该机制、实现风险的源头治理和创造社会的动态稳定.最后提出了将风险感知视角引入到健全“稳评”机制过程中的实现途径：基于问卷调查的定量分析、基于深度访谈的定性分析和网络舆情分析等.

Transitional China has serious social instability,which is embodied in the mass incidents raised by major events. Based on the literature and case analysis, we find that such incidents largely rooted in the differences of risk perception among different stakeholders. However, so far the perspective of risk perception is rarely used in social stability risk evaluation in china. Therefore, this article clearly advocated the perspective into the process of improving social stability risk evaluation mechanism, which is clearly more beneficial to improve stability evaluation mechanism and maintain social dynamic stability. Finally, this article proposes specific means that advocate the perspective of risk perception into the process of improving social stability risk evaluation mechanism：a questionnaire based on quantitative analysis, qualitative analysis based on in- depth interview and online public opinion analysis.
