当前，我国正处于由研究生教育大国向研究生教育强国迈进的转型期。这种转型主要表现为：在理念上，由外延式扩张向内涵式发展转变；在培养类型上，由以学术型为主向学术型和专业型并举转变；在培养模式上，更加突出创新精神和能力提升；在评价方式上，由政府主导向强化第三方评估转变。为适应转型需要，我国研究生教育应做到：树立“质量为本”的发展理念，建立专业学位与学术学位协调发展机制，构建以提升能力为主的培养模式，同时还要积极推进监测评估体系建设。
