从收益激励和风险保障的视角,构建了企业创新转型的政策激发模型,并运用我国1990~2013年间的经验数据对模型进行了系统动力学的模拟。研究表明,综合运用收益激励和风险保障政策,可以有效地激发企业的研发动力;经过多阶段的政策激发,企业会逐渐由低创新状态向高创新状态演进。
從收益激勵和風險保障的視角,構建瞭企業創新轉型的政策激髮模型,併運用我國1990~2013年間的經驗數據對模型進行瞭繫統動力學的模擬。研究錶明,綜閤運用收益激勵和風險保障政策,可以有效地激髮企業的研髮動力;經過多階段的政策激髮,企業會逐漸由低創新狀態嚮高創新狀態縯進。

A policy stimulation model for enterprises innovation transition is constructed from the perspective of revenue incentive and risk guarantee; and then a system dynamic simulation for the model is carried out with the empirical data of China in 1990 ~ 2013. Result shows that a composite policy both in revenue incentive and risk guarantee could effectively stimulate the research and development effort of enterprises who would finally realize a transition from the lower innovation state to the higher one after going through a multistage policy stimulation.
