山东省作为能源大省虽然在近年来的工业节能减排工作中已取得了一定成效,但在生态建设进程的推进中,山东省面临的节能减排任务依然严峻。对山东省工业节能减排绩效进行实时评估与动态监测,可促使其实现"十二五"规划中的节能减排目标,并能够提出针对性的措施确保节能减排工作的有效实施。文章运用基于遗传算法的投影寻踪模型,从能源消耗、污染物排放和污染物综合处理三个方面对山东省2003~2012年工业的节能减排绩效进行了评价。结果表明,山东省节能减排工作除2006年出现短暂下降外,整体处于不断上升的趋势。并根据测算结果,提出了山东省工业节能减排绩效提升的重点领域及措施。

As an energy powerful province, Shandong has made some achievements in energy saving and emission reduction for the past few years. However, its energy saving and emission reduction task is still rigorous in the process of ecological civilization construction. The real-time evaluation and dynamic monitoring for the performance of energy saving and emission reduction in industrial sectors in Shandong can prompt it to fulfill the requirement of the 12 th FiveYear Plan of the energy saving and emission reduction. And some corresponding measures can be put forward to ensure the effective implementation of the work for energy saving and emission reduction. Based on genetic projection pursuit model, the energy saving and emission reduction performance of Shandong's industry was evaluated from three aspects of energy consumption, pollutant emission and utilization in 2003-2012. The results showed that the effectiveness of the overall energy saving and emission reduction in Shandong province is in the rising trend except the temporary decline in 2006. According to the calculated results, the key areas and measures to improve the performance of energy saving and emission reduction in industrial sectors in Shandong were put forward.
