农村水环境污染治理是一个复杂的社会系统工程,需要充分利用各种资源,有效协调各种利益关系。文章分析了农村水环境污染治理核心利益相关者及其利益关系,梳理了农村水环境污染治理资源,比较分析农村水环境污染治理的政府治理、公民社会治理、平行治理以及网络化治理四种治理路径,认为网络治理是农村水环境治理的重要趋势,进而提出以地方政府为主导,充分利用各种力量和资源的农村水环境网络治理框架。

The governance of rural water environmental pollution is a complicated social engineering system. It needs to make full use of all sorts of resources and coordinate the relationship between various interests efficiently. This paper analyzes the core stakeholders of rural water environment pollution control and their interests, sorts out various resources of rural water environment governance, makes a comparison among the Government Management, Civil Society Governance, Parallel Governance, Network Governance of rural water environment pollution governance, and thinks that network governance is an important trend of rural water environment management, thus proposes a local government guided framework of rural water environment governance which can make full use of all kinds of power and resources of rural water environment governance.
