Foothold on the transformation appeal of the economic development in our country,this article put forward a new typing thought of science technology talents based on perspective of innovative chain,and on the basis of deep analysis of innovation cooperative mechanism in all kinds of science technology talents,focus on the analysis of the innovation elements integrated flowing and innovation value transfer conversion mechanism.Finally,systemically present the technological institutions and policy rationing adjustment suggestions which can adapt to the development of China＇s economic transformation development requirements.
