当前公务员涨薪问题已经成为"众矢之的",公务员工资水平高低之辩,实质是其公平与否之争。市场分割导致公务员工资决定模式异于市场决定机制,是公务员工资水平陷于两难境地的理论解释。通过指标比较及行业考察发现,公务员工资水平变化呈现低走趋势,因此需要统筹收入分配改革,改革公务员工资制度,健全运作机制,实现内外部公平,同时需要加强正面引导,营造改革氛围。

Currently, the issue of pay raise for the civil servants has become the target of public criticism. The essence of debate on the wage level of civil servants is whether it is fair or not. Market segmentation leads to civil servants' wage determination system different from market mechanism,which causes a theoretical explanation for the dilemma of what the wage of civil servants is caught in. By comparison, the civil servants' wage level shows a downward trend. So it is essential to plan income distribution reform as a whole, revise the salary system for civil servants and improve the operation mechanism to achieve internal and external fairness.
