民初的安徽灾害频仍,给社会发展造成很大危害。以地方志及相关文献所载史料为基础,并借鉴学界相关研究成果,系统梳理了民初安徽主要农业灾害概况,进而探究民初安徽主要农业灾害的防控技术与政策。研究表明,民初安徽在主要农业灾害的防控技术与政策上未能有所创新,多为继承与改进前代成果。但技术在实施过程中更为精细,同时注重官方、民间的合作;并且强化行政命令在灾害防控中的作用,以督促地方谨慎应对,并充分发挥灾害防控中的团体协作。

In the early period of the Public of China,disasters happened frequently in Anhui and did great harm to Anhui＇s society.Based on the historical data recorded in local chronicles and relative documents,and with the help of academic research achievement,to teases out the profile of the main disasters in Anhui at the early period of the Republic of China systematically,and then the paper explores Anhui＇s skills and policy of preventing and controlling the main agricultural disasters at that time.It shows that the policy to prevent and control main agricultural disasters in Anhui didn＇t have more innovations at the early period of Republic of China,most of them was inherited and improved from the achievements of previous dynasties.But the skills used in the practice was very fine,and meanwhile it paid more attention to the co-operation between the government and civil society; and strengthened the effect of administrative order during preventing and controlling disasters in order to urge the local governments to deal with disasters carefully,and made group collaboration play full role in prevention and control.
