为探索建立城乡统一的建设用地市场的实现路径,为国家制定细化政策提供依据,以个案调查与对比分析相结合,系统梳理相关问题,认为未来建立城乡统一的建设用地市场应该允许国家征地、农村自征自用、农村自主开发三种模式并存,国家、集体和农民收益分配大致均衡。建立城乡统一的建设用地市场还有许多复杂的问题需要应对,为此需要系统谋划,细化政策,应对风险。
為探索建立城鄉統一的建設用地市場的實現路徑,為國傢製定細化政策提供依據,以箇案調查與對比分析相結閤,繫統梳理相關問題,認為未來建立城鄉統一的建設用地市場應該允許國傢徵地、農村自徵自用、農村自主開髮三種模式併存,國傢、集體和農民收益分配大緻均衡。建立城鄉統一的建設用地市場還有許多複雜的問題需要應對,為此需要繫統謀劃,細化政策,應對風險。

This paper aims to explore the w ay in w hich the unified urban and rural construction land market can be achieved,and also provide the government w ith the basis for enacting the policy. Based on the investigation and analysis of the case,several related problems are to be discussed. The results show that the coexistence of three models,including national land acquisition,rural self-acquisition-self-utility and rural independent development should be all permitted; and the profit distribution among nation,the collective and famers should be balanced. In order to establish a unified urban and rural land market,it is necessary for us to make a systematic plan and refine the policy so as to cope w ith risks.
