随着经济和社会转型加剧,我国的流浪儿童问题日益突出。本论文对流浪儿童的社会工作对于传统社会救助的超越以及二者融合的发展策略进行了探讨。超越体现在由＂政策导向向需求导向＂、＂关注‘事’向关注‘人’＂、＂被动向主动＂、＂说教管制向专业实践＂、＂系统内资源向社会资源＂的转变。融合策略包括＂高校和社会工作机构积极参与流浪儿童救助＂、＂转化传统社会救助人员＂、＂传统社会救助机构购买社会工作服务＂和＂传统社会救助机构设置社会工作岗位＂等。

Based on document analysis and individual interview,this research explores the transcending and integrating relationship between the social work and social assistance for the street children. The transcending characteristics include changes from policy — to need — orientation,focus on the event to on the people,passiveness to voluntariness,persuasion and control to professional intervention,intersystem — to social resources. The integration of social work and social assistance for this population can be achieved through encouraging universities and social work organizations to take part in social assistance,training traditional social assistance personnel,promoting purchase of professional social work services,and reversing post for social workers in social assistance agencies.
