建设21世纪“海上丝绸之路”是我国适应经济全球化新形势、扩大同各国各地区利益汇合点的重大战略，是构建开放型经济新体制的重要举措。而要推动21世纪海上丝绸之路的发展，我国应积极制定中国“环印度洋战略”。中国“环印度洋战略”是指在我国建设21世纪海上丝绸之路的国家战略背景下，针对印度洋地区特殊的战略意义和价值，在环印度洋区域建设六大战略支点，以推动21世纪海上丝绸之路的发展，最终实现我国海洋强国的系统战略。

The construction of the 21st Century Maritime Silk Road is a major strategy for China to adapt to the new situation of e- conomic giobalization and expand its converging interests with other countries and regions. It is also an important measure for the country to build a new system of open economy. And the India Ocean region is of special strategic significance and value in promo- ting the implementation of this plan. Under this background, it is urgent for us to establish the India Ocean development strategy and the regional non - traditional security issues cooperation mechanism, which include establishing the six basic strategic supports and two non - traditional security issues cooperation mechanism. Only by so doing, can we achieve the strategic deployment of China＇s maritime power, promote the economic development and infrastructure construction in the countries involved, facilitate friendly exchanges, and finally build up new harmonious diplomatic relations among China and other countries in Indian ocean.
