改革开放30多年来，中国经济取得了巨大成功，但政治体制改革、文化建设并没有同步跟上，甚至出现了不协调的状况。这就使得社会中涌动并日益高涨的公民诉求，不得不力图通过网络舆论、公共参与、民间自治、申诉上访、甚至群体性事件等方式来予以表达。它所反映出来的公民诉求和价值偏好，与国家的主导取向发生某种程度的游离、乃至冲突，并更多地呈现出一种民间涌动的“自发性生态”，带来了一定的不良后果。因此，就需要深入贯彻党的十八届四中全会《中共中央关于全面推进依法治国若干重大问题的决定》精神，将公民精神与品格塑造作为法治文化建设的重要内容，从而使公民精神与品格的“自发性生态”走向“自觉性生态”，为“全面推进依法治国”和“法治中国”建设提供必要的动力和支撑。

Since the economic reform over 30 years ago, enormous economic success has been made in China but political reform and cultural construction have not paced up, even in disproportionate state, which contributes to social unrest and rising citizens＇ appeal which has to be expressed through internet public opinion, public participation,nongovernmental autonomy, visit to complaint offices and mass disturbances.Consequently, citizens＇ appeal and value inclination arisen from those events lead to dissociation from national dominant orientation to some degree, even strife and more “involuntary ecology” fermented among general public and certain vicious aftermath. Therefore, it is necessary to implement further the spirit of Decision at the fourth plenary session to take citizens＇ spirit and character molding as an important part of construction in legal culture so that “involuntary ecology” for citizens＇spirit and character and might move for “conscious ecology”as a necessary power and support for “state governance on law forward”and construction on China with rule of law.
