公众参与立法是立法民主化理念体现的重要形式,关于公民参与立法问题,我国宪法法律有相关规定。目前我国公众参与立法的方式主要是大众参与讨论、恳谈会、听证会、法律草案意见征询、公共立法项目征集等。现阶段,我国公众参与立法活动的渠道较为有限,实践效果欠佳,亟需提升公众参与度。借鉴国外公众参与立法中先进的制度设计和实践经验,应是完善我国公众参与立法制度的方案及对策。

With the development of the society, civil rights consciousness increases ceaselessly. Widely letting citizens orderly participating in the legislative process becomes the requirements of legislation in our age.There are some relevant provisions in the constitution of civil participation in legislation. At present, the formal means of legislation of public participation in our country are mainly public participation in the discussion,public solicitation legislative project, hearings and symposium. However, our public participation in legislation is still in groping stage in general, there are also some problems like low public participation enthusiasm,formalistic public participation in legislation. This paper learns from foreign advanced system design and practice experience of public participation in legislation, and put forward the countermeasures to perfect the legislation system of public participation in our country.
